WORK ILLUSTRATION: The incumbent is responsible for the active planning and leadership to support the response and resolution of customer, system safety and operational events in a 24/7 environment. S/he works collaboratively with internal and external stakeholders to supervise, plan and execute work safely (emergency, reactive and allocated planned work executed by internal and external resources) in compliance with regulatory qualifications. In addition, the incumbent manages the administration to support shift operations including; schedule development and maintenance, vehicle, equipment, materials maintenance and management to enable field productivity. S/he also leads and implements process improvements in material and work management for Power System Services related processes to drive efficiencies and productivity enhancements. Working a rotating shift to provide 24/7/365 coverage, the incumbent provides on-site supervision, technical guidance and mentorship to staff and works with external contractors to ensure the safe, reliable and efficient distribution of power to customers. The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro. CRITICAL RESPONSIBILITIES: Leads a team of technical field and support staff to support the day-to-day operations of event management, capital and operating work programs safely and in compliance with regulatory qualifications using a blend of internal and contractual resource teams. Manages the planning, operation and prioritization of work and resources in a 24/7 shift environment to resolve customer and system safety events. Creates, coordinates, and approves shift schedules to optimize resourcing. Manages the administration to support shift operations including; schedule maintenance, vehicle, equipment, materials maintenance and management to enable field productivity. Acts as 1st response to address field contraventions (e.g. work set-up, procedures) with 3rd parties, working with internal and external stakeholders to resolve events and make conditions safe. Provides details to legal and regulatory services to support the timely and accurate recovery of claims resulting from 3rd party events. Monitors contractor activity to ensure organizational standards and objectives are met; coordinating with internal staff as required to support program completion; reconciles billing, certifies and releases payment in accordance of project completion. Leads monthly safety and operations meetings with contractor vendor firm(s) and provides content on safety topics and delivers any required environment, health and safety and/or quality bulletins and any standard design practice changes, process and procedure changes and operational updates; as required. Regularly ensures all contractor staff comply with training qualifications and monitors safety performance of contractor vendor firm field staff through regular safety inspections. Conducts root-cause analysis and investigations, identifies non-conformances, taking steps and actions to document, resolve and close gaps. Manages safety performance by actively and visibly participating in Environment, Health and Safety activities through coaching/feedback, safety leadership inspections, incident investigation analysis and implementation of corrective actions. Ensures employees are current in training and certification qualifications. Point of contact for EHS Department personnel for reporting events to government stakeholders (e.g. Ministry of Labour, Training, & Skills Development, City of Toronto, Ministry of Environment, Conservation & Parks, and Environment & Climate Change Canada), specifically for events between 16:00 and 08:00. Participates as a subject matter expert, on organizational projects, committees and initiatives to improve systems, processes and practices. Works in a team to drive efficiencies and productivity improvements in material and work management for Power System Services related processes as per the operating model. QUALIFICATIONS: University Degree, Engineering (Electrical preferred) /Graduation from an accredited post-secondary institution with a Powerline/Electrical Technician/Technologist diploma preferred Journeyperson Power Cable, Line Person, or Sub Station Electrician; or a suitable combination of equivalent related education and industry background may be considered​​​​​ Ten (10) years’ background in the electrical utility industry, involved in electrical construction, maintenance, and operations of all electrical distribution systems up to 36 kV 3 Yrs of supervisory/leadership background working in the electrical field; a combination of leadership and training background may be considered Proven work history in a customer focused environment with proactive service approach Valid Class DZ (AZ preferred) Driver's license in the Province of Ontario Knowledge of all OHSA, Utility and/or Toronto Hydro Work Protection code and the EUSR and/or Toronto Hydro Rules, transportation of Dangerous Goods and other relevant safety, electrical, and environmental legislation and regulations Good knowledge of electrical overhead, underground, network and URD systems, operating up to 36 kV Knowledge of practices, standards, equipment, materials and engineering records for the above operating systems Knowledge of emergency management practices and procedures Knowledge of external contractor administration and management qualifications Familiar with reading electrical drawings, feeder/operating prints, work protection codes, overhead/underground work practices, procedures and standards Familiar with special work procedures and practices for hazardous work environments Knowledge of shift scheduling an asset Familiar with various computer applications including Microsoft office and IT tools used in crew and event management Strong analytical and problem-solving skills Outstanding verbal and writing skills Demonstrates flexibility and adaptability to changing or ambiguous working conditions; able to work in a fast-paced, high pressure environment
