Under the supervision of the Director, Infrastructure Management, the incumbent is responsible for planning, coordinating, directing, controlling and managing all activities and teams in their engineering department. The incumbent will also have to ensure the sustainability of the dock assets, electrical network, roads, railway, sewer, aqueduct and buildings, as well as ensure the successful completion of infrastructure development and maintenance projects according to strategic orientations, environmental and sustainable development of the organization. The key responsibilities of this position are as follows: Ensuring the sustainability of assets: Propose the five-year investments necessary for the business plan according to the infrastructure management policy, in order to meet customer needs and ensure the security and reliability of infrastructure; Carry out the organization's capital plan, representing around a hundred projects totaling approximately $50 to $100 million annually, in collaboration with stakeholders, while respecting approved timelines and budgets as well as internal policies governance, to the satisfaction of internal and external customers; Establish strategies to achieve the highest standards in asset management by optimizing and integrating the life cycle of infrastructure (construction, inspection, maintenance and reconstruction), according to risk tolerance parameters and the level of service desired by the APM’s asset management strategy (AMS); Supervise the various members of the department for carrying out all stages of carrying out a project (studies, inspection, planning, coordination, design of plans and specifications, work, closing, etc.), and ensure control and monitoring; Analyze the evolution of operating and capital expenditures under his responsibility and explain budgetary variances, if necessary; Review plans and quotes with members of your department, participate in calls for tenders and ensure the continuous updating of the asset base mapping and database; Produce the annual balance sheet for each asset family; Manage and coordinate the preventive and corrective maintenance program for assets and the annual inspection programs; Collaborate with your line manager in the development and presentation of strategic orientations, opportunity files, reports on various projects, policies to be implemented and APM positions; Define, produce, measure and monitor the performance indicators of your department; Ensure technological monitoring in project management and propose or implement the implementation of efficient tools to improve the operational efficiency of the organization; Participate in the accreditation process of consulting engineering firms and general contractors; Promote and embody the continuous improvement, optimization of business processes and search for solutions in the engineering department, in order to meet the current and future needs of the organization. Manage a team of professionals and promote health and safety at work: Establish the progression and training plan for employees in your department in order to develop the staff and the versatility of the team; Manage employee workload, performance and discipline; Maintain good relations with employees and unions in the infrastructure management department, to ensure that the department's objectives are met; Develop an annual mobilization action plan to maintain a high level of commitment and a positive work climate; Evaluate the objectives and key skills of your team, and support them to improve the performance of the department; Ensure the health, safety and well-being of its employees at work; Work together with the Manager, Health and Safety to improve the monitoring of incidents and accidents, and thus embody the APM OHS culture in his team; Promote and enforce occupational health and safety standards to members of your department; Put in place the necessary means to ensure compliance with laws, regulations, standards and policies affecting health and safety at work. Integrate environmental and sustainable development initiatives into projects: Integrate sustainable development initiatives into projects and make them systematic in the general conditions for carrying out projects; Ensure adherence to and compliance with environmental standards and our environmental policies by our clients and port users; Ensure that environmental authorizations are obtained for the realization of our projects and the support of surrounding communities. Promote partnership, cohesion and collaboration with stakeholders Represent the Infrastructure Management Department to internal and external stakeholders for the start-up of infrastructure projects involving the APM; Meet the needs of internal and external customers to ensure better planning and coordination of work; Skills sought for this position : Communicate with clarity Take full responsibility Rally to encourage support Act on principle Think conceptually Be focused on customer needs Navigate turbulence Promote lasting professional relationships Lead with conviction Identify and develop talent Qualifications Bachelor’s degree in engineering and ten (10) to fifteen (15) years of multidisciplinary experience; Member of the Order of Engineers of Quebec; Considerable experience in project management; Developed organizational skills and ability to work effectively on several files at the same time with tight deadlines; Demonstrated skills in managing multidisciplinary teams and oriented towards process implementation and continuous improvement. Creativity in the implementation of key infrastructure management practices; Ability to question preconceived ideas coupled with an open mind and a sense of innovation; Dynamism and professional integrity; Strong interpersonal skills: tact, diplomacy and persuasion skills necessary to deal with different internal departments; Excellent oral and written communication and negotiation skills, and ability to represent the administration in meetings and events organized externally; Proven ability to provide unifying leadership; Hold an ASP card; Valid driving license; Bilingualism (French and English), spoken and written.
